A decade of strong delivery: Fingal is building more homes for a growing county

Over the past 10 years, Fingal has experienced one of the most sustained and successful periods of homebuilding in Ireland. Since 2015, more than 22,000 new homes have been completed across the county, according to the Central Statistics Office (CSO). This growth has transformed towns, strengthened communities, and provided thousands of families with secure, long-term homes.

With one of the youngest and fastest‑growing populations in the country, Fingal County Council has focused on ensuring people can remain close to where they grew up, with real options to put down roots and build their futures locally.

What began as steady progress has evolved into a remarkable delivery surge. In 2025 alone, more than 3,600 new homes were built – one of the strongest output years to date. As the CSO figures show, over the last decade, delivery in Fingal has included 15,858 houses and 6,316 apartments, offering a balanced housing mix that supports sustainable growth and vibrant, mixed communities.

This reflects not only the Council’s own construction programme, but also its close partnership with the LDA, Approved Housing Bodies, and homebuilding partners such as GEM Construction, Cairn, Glenveagh and Ballymore. These collaborations have delivered major multi‑tenure developments across the county, including significant social, affordable and cost‑rental schemes.

Looking ahead, the Council remains ambitious and people‑centred. Around 3,500 new homes are currently under construction or progressing through planning on Council‑owned land, with several phases already completed in the past year. This momentum is backed by the Council’s new three‑year Capital Programme, which allocates €884 million to housing – the single largest investment area – ensuring Fingal can plan for the substantial number of homes required as its population continues to rise.

Mayor of Fingal, Cllr Tom O’Leary is proud of what the Council is achieving: “Fingal is delivering homes at a pace that reflects the energy and ambition of our communities. We are building for a growing, vibrant county – and we’re determined to keep that momentum going. The Council are active on 12 sites, and we have collaborated successfully on three large sites with reputable builders to deliver 3,000 new homes. Alongside this, I am looking forward to the imminent delivery of our 1000th Affordable Purchase Scheme in Fingal. Every new development, every affordable purchase, every cost‑rental home plays a part in ensuring that every family who wants to live in Fingal has the chance to do so.”

To further increase housing supply, the Council has recently approved a significant variation to the Fingal Development Plan 2023–2029, paving the way for 5,000 additional homes across the county. This updated plan will help facilitate the construction of some 40,000 homes on over 850 hectares, supporting long‑term growth, affordability and sustainable community development.

Chief Executive of Fingal County Council AnnMarie Farrelly says the Council’s progress is the result of long‑term planning, careful identification of strategic sites, sustained investment and strong collaboration across the housing sector.

“We set out to deliver at scale, and that is exactly what is happening,” she says. “Every milestone reached reflects years of focused planning and a clear drive to provide people with real, lasting housing options in the communities they call home. And we’re only getting started – our ambition is to push further, accelerate delivery and ensure Fingal continues to lead the way in building homes for a growing county.”

Housing delivery across the county is not just about volume but about balanced, sustainable development. New homes are being built in well‑connected, strategically planned locations that strengthen towns and support vibrant neighbourhoods.

The Council has undertaken major organisational restructuring to accelerate delivery in line with national policy, particularly as Fingal prepares for transformative transport investments such as MetroLink, now approved and moving toward delivery with seven stations in the county and a 25‑minute high‑frequency link between Swords and the city centre.

Alongside new homes, the Council is delivering the essential infrastructure that allows neighbourhoods to thrive – new roads, junction upgrades, active travel routes, parks, playing pitches and high‑quality public spaces. Community centres, childcare facilities, recreation hubs and multi‑use amenities are being developed in tandem with housing, so families have access to services, schools and sports from the outset.

Director of Housing at Fingal County Council, Paul Carroll: “Delivering more new homes is only part of our mission. Our focus is on creating long‑term community infrastructure that supports people throughout their lives. That means planning neighbourhoods with transport, schools, parks, childcare, community centres and active travel links built in from the start. Our aim is to build strong, sustainable places where families have the services and opportunities they need to thrive for generations.”

Among the standout achievements of 2025 was the delivery of 80 high‑quality cost‑rental homes in Church Fields at rents at least 26% below the private market. These form part of a wider masterplan of more than 1,000 homes built around the principles of a 15‑minute city.

Affordable delivery has also been strong, with more than 500 households supported through affordable purchase and cost rental opportunities last year alone. The Council is also nearing its 1,000th  affordable home sale, reflecting strong demand and effective partnerships.

With sustained population growth, strong market activity and major investment already underway, Fingal’s housing programme remains one of the most dynamic in the country. Every new development reinforces the Council’s commitment to delivering the homes its residents need – and its determination to keep raising ambition for a growing and thriving county.
